Foshan government advanced an urban developing pattern called “1+2+5”, “1” is for Foshan New City(Dongping New City), “2” is for Chancheng-Guicheng Group and Daliang-Ronggui Group, “5” is for the other groups of 5 regions. To get each group together tightly, and to make each region develop balancing, we ask for an excellent system of the traffic, it is very important; rail transit is the core in the public transport. Rail transit construction is the ultimate way to realize traffic developing strategy and to resolve the traffic congestion problems. It's able to raise the Chencheng-Guicheng group up. Further more, Rail transit has its own advantage what other don't, just like covers less land, larger volume, less pollution and so on, it can also ease the pressure in the traffic and make the passengers be more convenient. In the pattern of construction, because the rail transit owns some unchangeable points: high cost, long time to build and make little money, what more the number of passengers in Foshan is not as good as some big cities like Beijing, Shanghai and Guangzhou, we need an effective method to make the railway run good health, and help our government on the alleviation of the finance, and to promote the social efficiency, so Foshan government is going to pick “BOT+TOD” pattern. Tying railway to TOD is to found the railway property, in the meanwhile, it's meaningful to urbanization, particularly line No. 2 and line No. 3. They are going into the important industrial towns Shishan ground and Xijiang ground which are rising, these towns are large and holding small population, TOD is able to help them have a better development, and on the other hand, Shishan and Xijiang own their benefit on land resource to build TOD. But in the process of make it real, we shouldn't copy the experience of Hong Kong or other cities, we should have our own pattern, and never ignore the detailed management, and struck out the plan of land development.
