Study On The Protection Of Farmers' Rights And Interest Sin Land Circulation Of Cixi City

Along with the accelerated trend of Urbanization village and increased Migrant workers, Land right circulation phenomenon occurred in nearly all over the country.The transfer of land on the one hand increase the rate of land use in China, and laid the foundation for land scale operation on the other. The land transfer process will involve multiple factors, and how to effectively regulate the rights and interests of all aspects in the process and safeguard the interests of the peasants has become vast concern of rural people. The Plenum of the 18 th clear proposal of perfecting current mechanism according to this problem. Improve the farmers' participation in the process of modernization,and Promote their achievement sharing degree of urban and rural areas, forming a new agroindustrial reciprocity relationships through mutual assistance, promoting agriculture with industry, and City to a rural zone in order to promote agro – industrial relationship. Investigation shows, the rural land contracting relations remain stable overall current Cixi City, the main right circulation aspects gradually increased,the pattern also more diversified,all these connected with the farmer culture degree, family economic situation and the land transfer condition.This paper focus on the land circulation and the peasants' rights and interests,will take empirical research on Cixi City and land circulation farmers from the above two angle. Root cause analysis from the legal, land system,government guidence aspects of damage to the interests of farmers, and to seek the problems appeared in the subjective and objective reasons. According to the analysis results, the paper proposes some suggestions from the policy level, in order to protect farmers in land circulation of the legitimate rights and interests, and promote the rapid increase of farmers' income.
