By the end of November of 2013, the number of urban commercial banks in China has reached 145 and has become the "third tier" of China's banking industry. The development of urban commercial banks, has enriched China's financial system institutions, raised the standers of China's finance, improved the quality of service and diversified the financial services system. Urban commercial banks, as an important part of China's banking industry, play a significant role in the development of China's financial sector and China's national economy, which can't be ignored. However, some urban commercial banks are still facing the problems like, the lack of capital, the low-quality assets, the high rate of non-performing loans and the low level of profitability, etc.. Therefore, this paper hopes to draw on the theory of operation performance of enterprises with the bank characteristics to analyze the operation performance of China's urban commercial banks.Through the establishment of the evaluation system of analyzing the operation performance of China's urban commercial banks, this paper has analyzed the operation performance of urban commercial banks in China. The paper points out the index system of the research on the operation performance of China's urban commercial banks from the aspects of profitability, safety, mobility and sustainable development. In this research, the financial indicators analytical method is employed. Then it makes an empirical analysis about the financial data of the 19 urban commercial banks during the year 2008-2013 by employing the method of financial indicators and data envelopment analysis (DEA method) respectively. Based on the four features of profitability, safety, mobility and sustainable development, it first employed the 11 financial indicators to make a financial indicator analysis of the 19 commercial banks. And then evaluated the operating efficiency (technical efficiency, pure technical efficiency and scale efficiency) of the 19 urban commercial banks by applying the DEA model, which is equal to the analysis of the competiveness of the 19 urban commercial banks from the perspective of DEA. At last, based on the results of analysis in chapter five, the paper offers recommendations to improve the operation performance of China's urban commercial banks.The result shows that, since 2008, urban commercial banks in China has reached the standard of capital quantity, capital quality and liquidity for urban commercial banks, but that is not enough for good performance of operation performance. The difference of operation performance among the urban commercial bank in different area of China has decreased step by step in recent years, but the urban commercial bank in middle area and west area fall behind the ones in east area. From 2008 to 2013, the best urban commercial banks of operation performance includes Peking Bank, Nanjing Bank, Fujian Haixia Bank, Huishang Bank; the urban commercial banks with bad operation performance includes Hebei Bank, Hankou Bank. Other urban commercial banks'operation performance level is between these banks. The reason which leads to the difference of operation performance includes pure technical performance factors and size of the performance factors.
