Empirical Study Of The Influential Factors And Performance Evaluation Of Land Supply

With the rapid development of China’s urbanization and industrialization, there have been many problems in the implementation process of land supply policy, scientific evaluating the performance of urban land supply plays an important role in improving the implementation of land supply system.First of all, the paper analyzes the mechanism of land supply and the status quo of China’s urban land supply.Afterwards, this paper investigates land supply efficiency in 30 provinces from 2002 to 2011 based on DEA estimation method,using various input and output indices. We find that there is a decreasing trend in the efficiency of China’s land supply,mainly leading by technical inefficiency,while maintaining the output levels unchanged,there are a lot of redundant input levels, or in the case of maintaining a constant input level,there is a serious shortage of output level.Additionally,the land supply efficiency decreases from East to West,and then to Central part of China.Most of the provinces are in the stage of decreasing returns to scale,with the exception of 11 provinces.The following provinces,such as Beijing,Shanghai,Jiangsu,Hainan,etc,are in the stage of constant returns to scale.The rest 4 provinces,Guizhou,Yunnan,Gansu and Xinjiang are in the stage of decreasing returns to scale.Secondly, applying projection pursuit method to evaluate the performance of land supply from the perspective of implementation results,with 16 evaluation indices from structure allocation, economic and fair effects.We find that the land supply efficiency decreases from East to West,and then to Central part of China,indices of economic and fair effects have greater impacts on the performance of land supply.Once more,with the land supply comprehensive technical efficiency as the dependent variable, using tobit model do the empirical analysis of the factors affecting land supply performance.Finally,based on the analysis of evaluation results,the paper puts forward related policy recommendations to help complete the implementation of land supply policy.
