With the launch of Broadband China and issue of 4G license, now's the most subtle period of competition situation in communications industry. All three communication operators enter a special t ime window of business development, and start to bring about a strategic transformation. A rough business climate has results in a rising market competition, a severe competitive war. A specified period of a particular situation has led to an increasing pr essure on network construction, maintenance and service. Enhancing the network quality effectively propose a higher and more urgent demand for the operation and maintenance of grassroots network.This article first present research background significance, and discuss the research status both at home and abroad. Secondly, analyze the network operation and maintenance situation of the company on county lever. By field investigation, we find bureaucratism exists in this company, such as the follows. The growing business processes become more and more complex and impractical, which lead employees at a loss as to what to do; Massive support systems with poor integration can not provide effective supports; The “inverted pyramid-shaped” management structure results in grassroots staff exhausted; The executive force degradation leads to the difficulties to promote the work; The staff were busy in struggling with the business processes, but not in doing productive work or study, that lead to staff 's satisfaction degradation of the company; Unsuitable processes increases the staff extra work, resulting in element tasks can't be accomplished, and then causes a vicious circle. According to above, complexity of the process is the main problem. Through analyzing the curren t situation, from the entry point of breakdown maintenance, complaint handling, energy management and cost control etc, obtain that work-flow is too much and complex, but link with effective value accumulation is few, workflow setting is disjointed from th e production practice, as a result, the workflow can't well serve daily maintenance work, and in-time-repairing and complaint handling can't effectively tackled. Meanwhile the workflows don't well play a good role in controlling costs, such as verification of power generation fuel and base station electricity. Thus, this article takes the process optimization as the new entry point, results oriented, the overall optimization, end to end optimization, control time, control costs, comprehensive utilization of the overall resources as the principle, and make optimization scheme on network operation and management. The established scheme focuses on reducing the invalid workflow, guiding production practice, assisting positioning, and controlling costs effective. And centralized fault management system is introduced to boost efficiency, reduce cost and promote process optimization. Finally, we applied the research results into practical work, and demonstrate the validity and practicability of the strategy through performance evaluation.
