The development of science and technology of productivity accelerates social economic growth, meanwhile it leads to global climate warming trend and demand for low carbon operation is increasing. Order and inventory process of refrigerated item emit large amount of carbon due to the special requirements for environment temperature and the equipment. Nowadays order strategy of enterprises are different and multi-suppliers way is becoming more popular, therefore, research on order strategy of refrigerated items under the background of low carbon requirements is important. It can contribute to both the needs of the economic benefit of enterprises, and the requirement of social low carbon.Traditional research on order inventory problem most focused on the economic cost but not environmental benefits, while some low carbon and cold chain issues mainly made a research in theory and the present situation, didn't use mathematical methods to form the parameters setting and in the process of building model. This paper gives order and inventory optimization model building under the carbon cap and trade, main work of this paper includes:(1) Cost of each link in the order and inventory process were analyzed, and in the multi-suppliers ordering strategy, order splitting method is used to model the inventory level and stock out level in detail calculation, and then obtained the order and inventory cost model with no consideration about the low carbon requirements.(2) Carbon source in each link of the process of ordering and inventory is analyzed, and carbon emissions of each part is calculated, the optimal model of carbon emission is set up, then by using the carbon trade price coefficient, carbon emissions can be converted to carbon costs and blends into the pure economic cost model, and finally obtained the comprehensive optimization model the meet both the demand of enterprise economic efficiency and low carbon emissions requirements.(3) Particle swarm algorithm is used to design for solving the proposed model, and the Matlab software programming is used to obtain the solution. This paper uses a meat processing factory as a case, through multiple sets of parameter settings, it obtained the numerical results in different conditions, and finally got in-depth insights about order strategy of refrigerated items under the carbon cap and trade.The order optimization model under carbon cap and trade established in this paper is a meaningful supplement for the order model considering only the economic cost, it provides methods for scientifically blending low carbon theoretical science into order and inventory problem modeling. It is the expansion and innovation to traditional order and inventory problem. Final design and programming of particle swarm optimization (PSO) under different parameters provides the numerical results and a series of conclusions for enterprise to make decision on order strategy and makes contribution to social environmental benefits.
