In recent years, the continuous development and maturity of mobile Internet,Internet of things and cloud computing has brought profound impacts to the medical industry. To promote the construction of medical informatization, the development of internet-based health service has become a national strategic requirement. In many kinds of medical information systems,Electronic Health Records(EHR)system occupies an important position.EHR system is a carrier of the residents' various health information data and the management platform of various health-related activities, which make it an important part of medical informatization construction. With the concept of cloud computing and information technique, building a standardized,high-performance and reliable electronic health file system can save construction funds, promote the efficient integration of resources, and moreover, can be of great significance to improve the living standards of residents and promote the development of medical research. At the same time, the information security and privacy protection risks of the system are greatly improved, and gradually become the bottleneck restricting its development. The personal health records data stored in the Cloud,on the one hand, can help people in health management, provide a more powerful analysis basis for diagnosis and treatment and data support,on the other hand,is highly sensitive since these health data always involve personal privacy. Therefore, the data security research of electronic health records system in the cloud environment is not limited to the storage security of data, but more is the safe and reliable effective use.How to analyze and utilize the user health data under the premise of privacy protection is a difficult problem to be solved in the current EHR system.Aiming at the above problems, this paper designs an electronic health record system based on fully homomorphic encryption. The main work is as follows:(1)Studies the current situation of the development of the property of encryption system based on encryption scheme, analyzes the circuit on the grid access control structure, and explores the application of the scheme in the medical system's access control;(2)Proposes an attribute-based fully homomorphic encryption scheme, which compromises the merits of both kinds of schemes. The scheme is based on the attribute based encryption scheme of the circuit structure using the trapdoor generation function and matrix encoding technique. Then using homomorphism transformation mechanism to transform the ABE scheme proposed into a leveled key-policy attribute-based homomorphic encryption scheme from learning with errors problem. This scheme overcomes the negative influence of the large public key size in traditional homomorphic encryption, meanwhile,it can achieve the fine-grained access control to the cipher text.(3)The correctness of the encryption algorithm is proved, and the security of the scheme is regulated to the LWE problem under the random oracle model.(4)According to the development process and specification of software engineering, the electronic health system based on full homomorphic encryption is designed and implemented, and the scene of homomorphic computation is simulated.
