As an important part of China's modern comprehensive transport system,inland shipping is one of the important driving forces for the development of China's economy.With the rapid growth of the number of inland vessels,traffic density is increasing.For inland river ferry vessels,due to small hulls and small number of manned carriers,irregular navigation conditions such as overloading,sailing in the fog and yawing often happen,which can easily lead to collision of vessels,ships sinking and other traffic accidents.At present,the safety supervision of ferry vessels is an important supervision direction of the inland maritime regulatory system.Strengthening ferry boat monitoring,management and illegal forensics has become an urgent need to improve the technical supervision of the ferry.Computer Intelligent Video Surveillance is a frontier subject that has drawn much attention in the field of computer vision.With the mature development of computer vision technology,the application of intelligent video surveillance technology in traffic management is becoming more and more widespread,playing an important role in enhancing the scientific management level,saving labor cost,reducing the traffic accident and so on.In this paper,an inland river ferry passenger overload regulatory system based on OpenCV computer vision database is put forward to realize the supervision of overloading of ferry passengers and to strengthen the inland maritime regulatory system.The main contents of this paper are as follows:(1)Video image preprocessing.The OpenCV visual library is configured and the video stream is divided into video frames through OpenCV.The video frames are preprocessed,and the images with improved quality are obtained through processes such as grayscale,histogram equalization,image noise reduction and image morphological processing.(2)Improved Moving Object Recognition and Detection Algorithm.The commonly used algorithms for moving target detection and background modeling are analyzed and compared.According to the influence factors such as the change of light and the target occlusion in the actual detection scene,The target detection algorithm which combines the three-frames difference method,the background difference algorithm and the mixed Gaussian background modeling algorithm is designed.(3)Improved Moving Target Tracking Algorithm.By analyzing the difficulty of the target tracking algorithm of this system and fully studying the KalmanShift tracking algorithm,this algorithm is integrated with the idea of target trajectory prediction,and an improved KalmanShift tracking algorithm is achieved.(4)Realization of overloading supervision system of inland river ferry.The overloading supervision system of the inland river ferry is designed,and the webcam is carried and the system is built.Based on the OpenCV and the improved target detection and tracking algorithm,the system function is realized and the system performance test is completed.For the regulation of overland ferry overloading,based on the OpenCV video surveillance technology,and based on the improvement of the target detection and tracking algorithms,in this paper,we design and implement the overloading monitoring system for ferry,and have achieved good application effect,which provides a powerful supplement to the maritime regulatory system.
