Design And Implementation Of Local Tax Collection System Management

The paper is proposed in the background of Gansu Local Taxation's building integrated land tax collection and management of information technology systems.It describes the current development of existing land tax administration,business systems,tax collection and management services,then it describes in detail the management services which as the local tax collection section.Design and implementation of the management services module enhanced the management to improve service quality,reduced the unnecessary intermediate links in the tax administration,reduced the material and human inputs and improved customer satisfaction and work efficiency.What's more,it also helped tax department accurately to grasp the information about the supervision and management of taxpayers and tax unit.Firstly,this paper analyzed the background and significance of Gansu Taxation's building integrated land tax collection and management of information technology systems,explained"people-oriented" and "service management" principle of service management,workflow and so on.Secondly,it described the opening of registration tax,property registration collection system management services,change of registration,stop(re)business registration,cancellation of registration,inspection and registration,other associated taxes and identify management,in addition,it approved a detailed business processes and functional requirements.What's more,it designed Gansu integrated collection system management service module application architecture.Through Unified modeling Language(UML)to unified modeling for the actual operating mode Gansu integrated collection system management service modules,business processes and information management foundation.To design Collection System Management Services Module's various functional sub-modules(basic information management sub-module,tax registration sub-modules,sub-modules approved taxes,taxes identified sub-module),detailed design and implement the tax collection system management's tax registration sub-module,taxes approved sub-module,taxes identified sub-module and so on.This paper designed and implemented the overall architecture of Gansu Province local tax collection system management service module,and it nearly met the needs of the business management services,and finally reached the goal of information management clearly and responsibility accountably.This paper achieved the B/S application under provincial centralized model to study the related technology B/S structure,including Flex technologies,Carigorm framework,Spring Technology,Blazed technology and MySql database technology.Finally,this paper tested the management service module system to get the test results.
