With the development of biotechnology,biosecurity has become a great threat in front of humanity.A database which stores rich information about events as well as events development and handling processes will be an effective support tool when a decision-maker is facing with an emergency and from where decision-maker can obtain much helpful information to make some reasonable disposal options.At the same time,semantic understanding will provide more specific information integration.While there is no specialized database,platform or tool to offer effective decision-making support.Around these problems,this paper has finished the following work:First of all,this study proposed a biosecurity emergency case ontology model(BECOM,for short),which is constructed under general and standard concepts and logic theory.It provides the basis of concepts and relations between concepts for semantic annotating,browsing and decision-making.Secondly,this study designed a platform based on semantic cases for support decision making,which integrates cases fusion,automatic annotating and semantic retrieval internally,provides semantic browsing,knowledge sharing and statistical analysis externally,making it a practical helper for decision maker.Finally,this study verified its work by a living example,the ebola outbreak of West Africa,whose description was divided into three aspects and annotated with semantic information partly.Then,with this semantically annotated case,the platform was successful in navigating decision makers to browsing the case semantically.Briefly,in order to improve the ability of settling biosecurity emergency,this paper built a database which contains 100 thousand biosecurity cases and provided a platform that is capable of offering a portable way of semantic browsing.
