With the development of the Internet and the increase of network users, Network Security and Quantity Of Servers are two important factors in network services. The QOS(Quantity of Servers) is referred to as QOS(Network Quality of Service). Network security and quality of service which need to have certain requirements on the computer, such as computing capacity, computer storage space and network speed, and in order to meet network security and quality of service needs, the need for a reasonable computer So as to realize the rapid operation of network security and service quality. So how to realize network security and network service quality becomes the focus of research.In this paper, the NSAD(Network Security and Delay) evaluation model, which is based on the quantitative assessment method, is proposed to achieve the optimal combination of network complete and time delay. To achieve the business data of the popular stage, to achieve the network security services for different security domain services, there are three main security domain. Each security domain can guarantee the safe operation of the service based on the corresponding security services. NSAD model is the core of the network security and delay algorithm, the main performance of these two algorithms is the level of network security services and network time-consuming consumption of time. The NSDQE(Network Security Delay Quanta Eguation) equation is the main core of the NSAD model. This method can realize the combination of the network security algorithm and the network delay algorithm under different service types. To achieve in a different network security services and network delay to communicate with each other. NSADQE is used to implement NSAD model to achieve the combination of network security services and network delay, so that users can choose. After the user selects, the NSAD model can select the algorithm according to the user, and configure the security service and the network algorithm.Sometimes the NSAD model can not achieve the optimized security algorithm configuration. This algorithm can not achieve the effective security configuration and can not complete the deployment of the model in the configuration. Therefore, the paper proposed the packet proportion method(PRP method), this method can achieve NSAD According to the user's need for network security services and delay to optimize the combination to meet the user's network security and quality of service needs.
