In recent years, China's rapid economic development, GDP and people's living standard has been greatly improved, people's financial awareness is also increasing, the bank as an important financial management and service organization, the number and types are on the rise, the competition between them is becoming increasingly fierce, the major banks in order to to enhance their competitiveness, improve operational efficiency, are constantly exploring the high level management methods, such as the performance incentive mechanism, the introduction of effective management tools etc.. The performance of staff motivation is the content and workload of the overall consideration, through the implementation of assessment to give appropriate punishment and incentive measures, in order to improve the enthusiasm of the staff, and to promote the bank's overall strength and competitiveness promotion. Therefore, the bank urgently needs a set of information management system that can effectively improve the performance of the enterprise, to deal with the survival and competitive pressure from the industry and the industry.Computer and network technology is used to replace the manual work of information management system management tool, performance management system is a software system of bank employees performance appraisal information management. The disadvantages of traditional banking management system can improve the assessment work, the performance management of bank business processes into the information management system, this management mode can reduce assessment management costs, improve the efficiency of the assessment work, to achieve the purpose of optimizing the management of banks. Performance appraisal by the level of classification, can be divided into: organizational assessment, department assessment and personal assessment. This paper is based on the Urumqi bank's performance management philosophy and assessment process, to explore and study the personal performance management system.The performance management system designed in this paper is designed based on the existing bank of Xinjiang based performance management, system design and development process through the demand analysis, function module, system software architecture and database design stage. Topic selection based on the J2 EE development platform and B/S design model, the use of efficient code management tools: Eclipse, database system is the use of Server SQL 2005. The system includes the function module of the system including: index database management, performance management, evaluation plan and implementation management, evaluation management, result feedback and application management, statistical analysis, etc.. At the end of this paper, the whole system is tested and summarized.
