Video is an important application of people in their daily work and life. With the development of network and terminals, more and more video applications like video broadcast and video conferencing emerge in our daily life. The users' requirements for video quality improved gradually, high-definition video has become the mainstream of user needs.Therefore, the video coding standards are constantly faced with new challenges. Although the network bandwidth has improved significantly,the bandwidth constraints still exist for high-definition video. Therefore,how to compress the video efficiently became a serious problem.Rate control plays a crucial role in the process of video coding,which balances the bandwidth resources and video quality. It helps to adjust the coding parameters so that the quality of video can adapt to the current bandwidth, thus utilizing the bandwidth more efficiently. This paper mainly studies the rate control problem in HE VC. This paper combines game theory with rate control and unequal protection,establishing the model for the problem of bitrates allocation under limited resources on using non-cooperative game theory. Based on the model,this paper studies the players and their utility functions. Then, the bitrates allocation scheme is proposed by the Nash Equilibrium. Meanwhile, this paper did some research on unequal protection, a scheme of reference frames classification is proposed.This paper analyzes the characteristics of the natural sequence and screen content sequence. In order to improve the accuracy of bitrate allocation for screen content sequence, this paper model this problem as a limiting resource allocation problem and optimize the bitrate control algorithm in HEVC, especially for the screen content sequence.As the video stream compressed by HEVC is very sensitive to the channel error, even small amouts of errors may affect the video quality seriously, this paper discusses unequal protection on using game theory.Based on the three encoder configurations in HM, this paper classifies the different prioritization of video frames and establishs the problem as a game theory model. The simulation results of encoder show that the propsed algorithm could reduce the loss of PSNR.
