Cloud computing is a business computing model which integerates the resources of the network through virtualization technology and provides it to the users. It has been recognized as the development focus by all countries.Users can enjoy the cloud computing services without considering the underlying infrastructure and the realization of specific technologies.Because of the large number of tasks, resource scheduling efficiency is the key factor affecting the quality of service. Therefore, the scheduling algorithm in cloud computing is of great significance.Genetic algorithm is a global search algorithm based on biological evolution in natural environment which can solve NP problem in an effective way.However, genetic algorithm is not good at local searching.In order to solve the problem,neighbour structure adaptive cellular genetic algorithm is proposed by combing genetic algorithm and cellular automata and introducing the Neighbour Structure Adaptive mechanism,and its best optimal solution quality is superior to genetic algorithm and cellular genetic algorithm.According to the environment in cloud computing, time and cost constrained neighbor structure adaptive cellular genetic algorithm is designed. The cloud simulation tool CloudSim is used to simulate TC-NSACGA, and the results are compared with genetic algorithm and cellular genetic algorithm. The results show that the TC-NSACGA is superior to the other two algorithms in task completion time and cost,can get a satisfactory resource allocation strategy based on the needs of users.
