With the popularity of the Internet and the General Administration of Taxation for the tax reform requirements,informatization and automation of tax audit plays a vital role on the tax business standardized and efficient development.Therefore,the Administration of Taxation requires to develop intelligent Tax audit system.The Shaanxi Provincial Bureau of Taxation committed to the development of an information technology,intelligent tax audit platform in order to facilitate the efficient tax audit.Tax audit platform consists of the several major systems,including electronic selection,electronic audit and electronic trial.Electronic option is the prerequisite component of the tax audit platform.By analyzing the rapid development of foreign tax systems and the urgent requirements of changing the domestic tax system to the Internet direction,this thesis develops the Electronic election system of the tax audit platform.This thesis mainly completes the following work.Firstly,based on the demand of the electronic election system and the demand of the technology,the main work of the thesis is determined on the basis of analyzing the business background and the main work content within the thesis.The specific requirement of the electronic election system is analyzed and modeled with UML use case diagrams,including a library management,planning management,sampling management,source management and distribution of selected management functions.The business flow of the whole system is as following.First the system loads the taxpayer information into the library through the manual entry,form,etc.Then the system develops an audit work plan,and checks unconfirmed plans randomly.The final plan of qualified taxpayer information will be compiled into the official case Library.Finally the case of these selected and issued randomly,the election work is finished and with the selected cases enter into the electronic audit system for audit.The system needs to be stable,secure,scalable,and recoverable.Secondly,based on the analyzed requirements,the functional breakdown structure is designed.And considering the maturity of the technology and system performance requirements,the Java EE based multi-tier system architecture is designed together withsome robust frameworks,Spring framework,My Batis database framework,the convenient deployment Weblogic middleware,and messaging queue Active MQ for data collection.The system's overview ER model and important database tables are designed.The interaction user interfaces are designed.Then,according to the architecture and technical frameworks,each function module is designed and implemented with the flow of the system module by the of flow chart and process description.The key algorithms in the module are briefly described and the interface is modeled with prototype interface design.UML class diagrams and sequence diagrams are designed for all functional modules.The library management module is divided into a directory maintenance module and a directory audit module.The planning management module is divided into a planning module,a planning audit module and a plan query module.The sampling management module is divided into random module,directional sampling module,no-directional sampling module and the case analysis module.The case source management module is divided into a source establishment module,a case source query module and a source revocation module.The distribution management module is divided into a case source distribution module,a case source distribution module and an allocation query module.Finally,functional tests for each function module and non-functional tests for the system are conducted.The testing results show that the electronic electoral system built meets functional and non-functional requirements and further meets the development expectation.
