The massive growth in mobile data traffic will make enormous pressure on mobile network infrastructure,so the Third Generation Partnership Project(3GPP)has proposed a method to realize selected IP traffic offload(SIPTO).However, the existing SIPTO procedure may lead to non-optimal traffic routing problem.Furthermore,3GPP did not give solutions for the future network architecture. The thesis presents a SDN-based EPC architecture which integrated the Software Defined Networking(SDN)technique into the EPC architecture. The SDN-based EPC architecture meets the requirements of the future mobile network, separating the standard EPC control function from the data plane, and has the advantages of flexibility, scalability, fast in new services introduction and so on.On this basis, the thesis proposes an approach which can optimize the SIPTO optimal traffic routing. The design and implementation of the approach based on the SDN-based EPC architecture are also given in the thesis. The approach can select appropriate gateway to user's current location during re-establishment of the network connection in order to ensure the optimal traffic routing. While ensuring optimal path, this approach does not affect the users'ongoing data transmission.Ensuring optimal path can reduce the consumption of network resources, and reduce the transmission delay to improve the user experience. Finally,in order to verify the feasibility of the approach, the SDN-based EPC architecture and the suggested approach are implemented on NS-3.Some test scenarios are also given. The results show that the approach can reduce the consumption of network resources and reduce transmission delay.
