With the rapid development of Internet technology,a variety of heterogeneous wireless network come out. The future wireless communication field will be a trend that a variety of heterogeneous wireless network coexist.Therefore, it is particularly important to choose the suitable wireless network for ourselves by using a reasonable method, through a number of heterogeneous network coverage area. Nowadays,there are many heterogeneous network selection algorithms, such as the algorithm based on network load, the algorithm based on the QoS, the algorithm layer parameters and so on. When choosing the best network, these methods consider only one aspect of network selection, and they don't go up from the fundamental purpose of network selection. This paper mainly introduces a method for heterogeneous network selection based on QoE. The advantage of this method, considering from the user's practical purpose, completely according to the needs of users, is to select the most appropriate wireless network selection algorithm.At first, this paper mainly introduces the background of the heterogeneous wireless network and it's significance of the research. Then, by analyzing the heterogeneous network selection algorithm's research status at home and abroad,it is clear that the network selection algorithm,which is based on the parameter of the QoS layer, is not what the user need. The paper draws out the concept of QoE, illustrates the main factors which are involved in QoE,and enumerates the current mainstream quantitative algorithm. As the main factors, which can influence the network selection, is included necessarily, this paper puts forward a heterogeneous network selection algorithm which is based on QoE. The algorithm can not only reflect the subjective preferences of the user, but also can consider the QoS parameters.The algorithm can fully meet the demand of the user, because of the combination of network parameters and user preferences. The algorithm also put forward a method which can analysis the weight of the user preference parameters and the weight of the QoS parameters.The paper compares the algorithm based on QoE with the algorithm based on the business type, make an experimental simulation, and analysis the result of the experimental simulation. The result of the experimental simulation shows that the algorithm based on QoE,compared with the algorithm based on the business type, is better to ensure the quality of the communication, meet the requirements of the users in terms of charges, and make the user satisfied.
