Reserch Of Comprehensive Evaluation Of Spectrum Utilization Based On Data Analysis Method

With rapid development of wireless communication industry,spectrum resource shortage is getting more serious.Due to historical reasons,China's Radio Administration Bureaus are inclined to use administrative means instead of technical and economic means to manage spectrum resource,which are scientific and reasonable.Nowadays,old spectrum resource allocation way and the results of it have been unable to meet practical requirements.It is urgent to introduce new spectrum management strategy and evaluation tools.Scientific spectrum utilization evaluation method is the basis and premise of China's radio industry development promotion.Therefore this paper studied a series of spectrum management issues,designed a spectrum monitoring data acquisition and pretreatment system,a spectrum utilization evaluation framework,and a spectrum value assessment model.The system and framework were applied in Ningbo,spectrum utilization analysis of Ningbo were presented and management advice were given.Significance of the study is to make up for gaps in the field of spectrum utilization evaluation under modern market mechanisms.The study provided a comprehensive theoretical framework for practical radio management,which could be used as data and theoretical foundation.The main content and innovations are listed as below:1.This paper studied history and current situation of spectrum marketization,as well as value of spectrum utilization evaluation and related theories.By analyzing practical monitoring data,this study indicated that spectrum utilization efficiency was rather low in some region,distribution of radio services were not reasonable either,and illustrated these problems made serious damage to spectrum value.Under the background of China's radio management adopting more market measures,proposed supply and demand theory,property theory and resource marketization theory to analyze value of spectrum resource,determined element of evaluation method.2.This paper designed data acquisition and pre-processing system,which had been applied in Ningbo district.This system improved accuracy of data acquisition and transmission performance.It made spectrum monitoring data more useful by using local analysis method,uploading standard data blocks and tiered storage.The systems included solutions on servers,clients,storage servers and data exchange modules.3.This paper put forward a comprehensive spectrum resource utilization evaluation framework,which was the first multidimensional evaluation framework.It contained of four aspects of indices:technology,microeconomics,macroeconomics and sustainability,proposed equations to calculate value of market and non-market spectrum bands.The framework was used to evaluate spectrum utilization in different business,time,space and other dimensions.Results analyze of the framework could be helpful for spectrum management.4.This paper tested validity of the evaluation model in Ningbo.First a summary of spectrum utilization in Ningbo District on the basis of monitoring radio service were given.Then spectrum utilization of key business,users,spectrum bands were compared,targeted management suggestions were given after analyzing the results,value of Ningbo Port scheduling band were calculated.The results proved that the system can provide effective support for spectrum management.
