Design And Implementation Of A Revenue Department-oriented Performance Management System

With the development of computer technology,building performance management system has become an important direction of government reform to improve the governing ability.In order to achieve the goals of the organization,performance management need to draw up a plan,decompose the plan to tasks,quantitative tasks through indicators,supervise the implementation process,assess and score the results to optimize the process.In fact,performance management is an iterative process.At present,the tax department is the lack of a unified performance management software,the local tax department existing performance management software exists insufficiency,expand the elasticity is small,backward technology,lack of unified planning,to give full play to the advantages of information and other defects.Under this background,this thesis studies the design and implementation of a performance management system for tax departments.The performance management information system can further promote the reform of the tax department of construction,strengthen the administrative law,improve the tax department administrative efficiency and service efficiency.In the demand analysis stage,this thesis analyzes and describes the system requirements from both functional and non-functional aspects.In functional demand analysis,we use UML technology to model the business of tax department performance management,including performance plan,process management,evaluation and analysis of performance.Non-functional requirements analysis consists of 3 parts: system performance,reliability and security.In addition,the paper also gives the data modeling in the modeling process based on relational database paradigm third constraints on the modeling process,effectively avoid the redundant information in the database and data update data inconsistency,E-R graph model of the system is given.In the stage of design and implementation,firstly,the architecture design of the system is given,the performance management system for the tax department by B/S framework;in the process of system development,using MVC development framework,the system interface,business logic and data layer;demand analysis further presents the function of the system based on component.Secondly,on the basis of the E-R graph model,the relational model of database and the design of information table are described.Finally,the system chooses J2 EE development environment,build the MVC development framework based on Struts2, introduces the design and Realization of 4 main function modules,each module in the introduction,the paper gives the function of program flow diagram,class diagram and sequence diagram.In the performance management system design and implementation process,the 4 functional modules in the business to follow a certain degree of convergence,covering all aspects of the performance management process,which is the core of performance management.In order to carry out the performance analysis more effectively in the tax department of the provincial administrative region,the paper designs the common index and the individual index.In addition,the system is designed and implemented on the rules,indicators and lighting rules associated with each other,can effectively provide office personnel timely reporting and audit indicators,expansion of tax collection and management business,the timely completion of the annual task.In the part of system testing,we tests the functions of system based on the black box testing method.Test case,expected results and actual results are given in the 4 function modules testing.In addition,the pressure test software is used to test the whole system performance,and the method and results of the pressure test are given.According to the results of module test and stress test shows that the performance management information system design and implementation of the tax department can meet the performance management of the tax department at the provincial level within the administrative area of business needs,achieved the design goal.
