Dangerous Goods Waybill is a document requiring the mandatory use of the Code of Carriage for Dangerous Car Transport(JT 617).It is also a general rule for international transport of dangerous goods.However,the dangerous goods waybill of lading has not been effectively implemented in real circumstance.Because filling the table is time-consuming,and the paper waybill is easy to lose or damage.The Ministry of Transport official website issued a notice named "Notice of promoting the test of dangerous goods road transport electronic waybill management system"on December 2014.The notice requires that the electronization of dangerous goods paper bill needs to to be tested.This paper designs and realizes the dangerous goods transportation monitoring system based on electronic waybill,which makes the filling of electronic waybill achieves high efficiency and accuracy.Rather than the redundant monitoring of the vehicles that have not transported the dangerous goods in the traditional vehicle monitoring,monitoring the the electronic waybill directly improves the efficiency of dangerous goods transportation.To achieve the entire process of dangerous goods transport precision management.The main work of the paper is as follows:(1)The electronic waybill monitoring is realized.The fast clustering algorithm based on meshing is proposed to solve the problem that the massive electronic waybill is synchronized slowly on the map and the electronic bill of lading is overlapped.The application of the server technology of "push" solves the problem that the positions of massive electronic waybills can not be updated in real time.This application also avoids the excessive burden caused or even paralysis caused by the access of large numbers of users.The split from multiple tables to single tables solve the problem of slow delivery of the waybill route.(2)The driving safety monitoring is achieved.The windows program of service monitoring is designed.The program can monitor the import and export situation of dangerous goods vehicles in each area.The video surveillance for drivers and road is based on the H.264-based wireless video transmission system.(3)The phone App is achieved.An app for the drivers and the escorts is designed based on AppCan framework.The users can receive the waybills from system and create the waybills through the mobile terminal.They can also monitor the process of loading,delivery,receipt during each links.The mobile terminal is synchronized with the Web terminal.The system has been on line and methodically tested.It is full-featured and has fast interface response.The user experience is good and the interaction of Web terminal and mobile terminal is quick.The system meets the electronic bill of lading transport cargo monitoring needs totally.
