Transform encoding is a key technology of image compression.In the field of image and video,commonly used transform discrete cosine transform,2-bank wavelets transform and so on.The main problem of the discrete cosine transform is the image has block noise.For the 2-bank wavelets transform,although the theory overcomes the block noise,but the actual design of the chip in,still have to divide the image into small pieces,so as to has block noise.To solve these problems,this paper discusses the image compression with the 16-bank wavelets,which not only has the advantages of wavelet transform without block noise in theory with 16-bank wavelets,in the actual design software and chip,can also be designed to block numerical algorithmethod,and image restoration can overcome the block noise.Under the support of the theory of 16-bank wavelets transform,the paper had used arithmetic encoding to realize compression and decompression algorithm.Experimental results show that the decompressed image which not only in the objective signal-to-noise ratio of more than JPEG,but the subjective quality is better than the JPEG algorithm.Therefore,this a method has application value and extensive in-depth study.
