A Development Of The License Plate Recognition Management System Based On WEB

With the development of society,automobiles have become an important means of transportation in our daily life.With the increasing number of domestic car ownership,vehicle management has brought new challenges to traffic management,social security management and so on.The license plate recognition algorithm of license plate location algorithm can locate the license plate color based on the color information of the license plate based on the reservation,but for the lack of light lead to locate the license plate color change accuracy will be greatly reduced;in the license plate character recognition,if a license plate character segmentation tilt greatly the interference of character recognition algorithm.Therefore,this paper studies the color image of three component method combined with geometric features of the license plate for accurate positioning of the license plate recognition,matching algorithm in license plate template with multi template character library and tilt character template matching.The main research contents of this thesis include:(1)Based on the three component method of color image,the license plate is coarsely located,and the license plate is accurately located according to the geometric characteristics of the plate.The localization accuracy reaches 97.9%.To locate the license plate image gray-scale conversion and two value conversion.Due to the influence of the shooting angle,the horizontal direction of the plate to tilt correction,shear transformation in the vertical direction of the affine transform,and then use morphological analysis to remove the noise on the image of license plate character segmentation,convenient.(2)For the uneven illumination of the license plate,the whole state filtering process is adopted.By compressing the brightness range and enhancing the contrast,the image is enhanced,and the two valued effect of the license plate image is improved.The license plate characters and the background are separated effectively.(3)According to the character of difference construct character template library for the license plate character template matching recognition,using block calculation coincidence degree,reduce the matching process,greatly improves the accuracy of license plate recognition,template matching algorithm by single template matching algorithm is 92.37% to 95.26%.(4)The vehicle information management system of construction of PHP+MYSQL,according to the license plate number identification,vehicle information to add,modify and delete operation,and can carry out the corresponding operation to the owner of the vehicle information,real-time management function realization of license plate recognition and vehicle information online,improve the timeliness of work system in response,also has high practicability and expansibility.The result shows that the system can recognize the license plate efficiently and accurately.
