Contemporary natural disasters will not only directly cause the loss of life and property,but also bring a lot of problems affect social harmony and stability,risk communication has been widely accepted as an effective way to deal with this situation.Successful risk communication requires the government to pay attention to the public's position in risk communication when dealing with natural disaster risks and to address risks through effective interaction with the public.In the current social process of mediatization,social media is one of the most commonly used media,to strengthen the interaction with the public to improve the effectiveness of natural disaster risk communication,it must be combined with the user's media habits,consider the public in the encounter whether the public will continue to use social media to obtain disaster information during natural disasters.At the same time,intelligent management requires higher data analysis in the context of big data.In order to achieve intelligent government at the work of natural disaster risk communication,at first,it is necessary to establish a model to describe the continuance intention of the public to use Weibo to obtain disaster information.Then,by doing a rigorous quantitative research to draw the conclusions.As a result,the government can develop the intelligent management of a master plan for responding to natural disaster emergencies on the basis of them.Taking the Chinese actual situation into account,this study explores the factors influencing the continuance intention of the public to use Weibo to obtain disaster information during rainstorms."Continuance intention to use" is an abstraction,among the many research methods,the Structural Equation Model(SEM)is considered to be a better way to measure abstractions.SEM has two branches:CB-SEM and PLS-SEM,and PLS-SEM has been proved to have a higher statistical power.Therefore,based on PLS-SEM,this study take UTAUT(Unified Theory of Acceptance and Use of Technology)and ECM(Expectation-Confirmation Model)as the theoretical basis,identified seven variables--Performance Expectancy,Effort Expectancy,Social Influence,Facilitating Conditions,Confirmation,Satisfaction,Continuance Intention to use,to put forward a few hypothesis and contrast a SEM.In order to collect the research data,this study uses a questionnaire survey.After estimating the path model with SmartPLS 3,this study assesses PLS-SEM results of the measurement model and the structural model comprehensively.The assessment shows that the measurement model of this study is valid and reliable,and the structural model is suitable for explaining factors influencing the continuance intention of the public to use Weibo to obtain disaster information during rainstorms,and the R2 value is 66.6%.In the conclusion of this study,it is pointed out that effort expectancy,social influence,facilitating conditions,satisfaction are directly to effect the public's continuance intention to use Weibo to obtain disaster information in a positive way,and performance expectancy,confirmation are indirectly to effect it in a positive way through satisfaction.The total effect of confirmation and satisfaction to the public's continuance intention are greater.Satisfaction plays an important mediating role in the formation of the public's continuance intention to use Weibo to obtain disaster information.Finally,on the basis of the conclusion,this study provides some suggestions for the practical work of the natural disaster risk communication and the intelligent management of a master plan for responding to natural disaster emergencies conducted by the government,at the same time,the limitation and prospects of the study are discussed.In theory,this study develops the theory of information technology acceptance research;in method,this study can play as a reference for the future research based on PLS-SEM;in practice,this study give specific advice for the government to improve the effectiveness of natural disaster risk communication,but also provides a model to support to the intelligent management of a master plan for responding to natural disaster emergencies in the context of big data.
