At present,there are about 200,000 Tibetans outside China,distributed in more than40 countries and regions all over the world.For a long time,Darai group and Western Anti-China forces have joined forces to confuse and abet the Tibetan people,especially those who live in India and Nepal,leading to a lack of real,objective and correct understanding of China's Tibetan areas.Overseas Tibetans are an important source of power for the Dalai group to implement divisions.If we can win the hearts and minds of tibetans in overseas,increasing their trust in our country and close,will be able to hit the dalai lama regime,weaken their foundation and strength.The dissemination to the overseas Tibetan compatriots is the key and difficult point of the foreign communication.In September 2009,Tibet Tibetan TV programs are officially broadcast in Nepal.From then,there are 4~5 million Tibetans in Nepal watch this Tibetan TV almost everyday.On April 11,2014,Kangba TV are officially broadcast in Nepa,and there is a plan that the programs will be broadcasted in India in 2017.At the end of 2016,Qinghai Radio and Television and Nepa&China Kailash Cultural Promotion Association reached a preliminaryl agreement on the broadcasting of AntdoTibetan TV in Nepal.The signals of three Tibetan language satellite television channels in China cover the Tibetan-inhabited areas in India,Nepal and Bhutan.After AntdoTibetan Satellite TV broadcast in Nepal,there will be more overseas Tibetans can easily watch our Tibetan TV and get information from China's Tibetan area.Since the Tibetan Tibetan TV broadcast in Nepal,it is well-known among exile tibentans and has some stable audience,which has laid a better mass basis for China's Tibetan TV among overseas tibetans.Based on this,if we want to receive a good performance from overseas tibetans spread propaganda,three China Tibetan TV's responsibility is significant.Tibetan Tibetan TV,Qinghai Amdo TV and Sichuan Kangba Tibetan TV channel are the objects on this paper.After investigating,the author found that there are so many problems in external communication system,such as unreasonable system,inflexible mechanism,independent work,mutual non-cooperation;poor audience awareness,lack of targeted,Conservative thought,lack of contentcreativity.In addition,media convergence is not thorough,and there is a need of complex talents,etc.Because ofthe above problems,China Tibetan TVs external dissemination effect is poor,and it's lack of popularity,guiding force and impacts in overseas Tibetans.Therefor China Tibetan TVs can not compete with the hostile forces media.This paper takes the overseas Tibetan audience demand as the research basis and the thinking starting point.The study based on field investigation,and the paper adopts quantitative research methods such as questionnaire survey,case interview and other qualitative research methods as a supplement.Hopping the research can master the contact and usage,preferences and demands of Tibetan audiences of China Tibetan TVs for the construction of the research on the basis of site.Through investigation and research,this paper discusses China's external tibatan television broadcasting strategy from different aspects: Three Tibetan TV in the country should carry out regional cooperation,resource sharing,strengthening cooperation with foreign local media in foreign countries,to achieve accurate and effective landing while accelerating the integration of network,make full use of network resources to open up new positions.In the program production on the implementation of the bilingual,entertainment education and participatory communication strategy,guided by the public opinion on the timeliness,national and targeted as a guide to create a sense of national ownership,build a national community.In personnel training,pay attention to cultivate bilingual talents,new media talent and overseas promotion of talent.Improve the Chinese Tibetans,and enhance the relevance and impact Tibetan TV on the spread of the group,in order to understanding the real situation of the Tibetan areas.
