The soil fertility is an objective evaluation of soil nutrient condition for crops growth plays an important role in promoting. But its unique qualitative factors is complicated, is affected by soil by planting species, and is influenced by local geographical environment, climate conditions. So the analysis and evaluation of soil fertility is very complex, academia and industry has been trying to explore how to objectively and accurately for comprehensive evaluation of soil fertility. Study of a variety of data mining and analysis algorithm is presented in this paper, based on the hierarchy structure model is established, using the weighted C4.5 and weighted soil analysis and evaluation on the DBSCAN algorithm, and based on the J2 EE technology development and design of soil fertility evaluation system.First, make sure the study area, the area for data collection, data collection of soil fertility and the corresponding time data by natural conditions and human activities, including weather conditions,fertilizer, etc. In order to analyze the various factors that affect soil fertility. Second, the hierarchy model, structure of soil fertility data paired comparison matrix, the normalized processing, calculate the maximum eigenvalue, consistency index, calculates the consistency ratio, gain weight vector.Next to standardize data processing. Again, using weighted C4.5 and weighted DBSCAN algorithm,the preprocessing of data calculations, the computing results with direct use C4.5 and DBSCAN processing raw data analysis results. Finally, get the most suitable for soil fertility evaluation analysis algorithm, through the programming language to implement this algorithm, through set up soil fertility evaluation system in the form of web pages.
