However, in the mobile office scene of the government information system, the open public network access service system is usually required, due to the sensitivity and confidentiality of the government data information, the network access and remote access of the terminal equipment should be enough security. The traditional mode of hardware gateway mobile office system usually login service system in the terminal telnet way, but this simple remote access way exists great potential safety hazard which either lacks of network access control to user terminal equipment or is unable to ensure the integrity of the end of the platform. According to the trusted network, we need to control user terminal based on network access rules strictly from the source. By managing the entire access process from the user equipment to the service system, ensure the access to the mobile office network reliably.The main research work of this paper as follow, Firstly, through the analysis of the characteristics of the government information system, a mobile office network access control structure has been designed, which makes the process of the user access to the business system be in the control strictly. Secondly, research on Windows network protocol stack and network packet filtering technology, ensure that the network access of the user terminal has always been in the rules with the design and implementation of a network data packet filtering based on WFP. Next, design and implement a management platform, which could manage access rules, audit logs and users system centrally. Given the network connection state detection indicators and methods, further achieve network detection and access control functions. Finally,after the deployment and testing of the system, the system has a good effect on the network access control at the sense of mobile office, which has a positive significance and application value.
