The South-to-North Water Project is the realization of the national water resources allocation of major strategic infrastructure projects. The project for the future of China's economic and social development has played a decisive role. he South-to-North Water Diversion Project as one of the main body portion. It has lots of feature,such as span and depth long, covering a large area or surrounding complex, high water source and main canal of water quality and safety requirements. From a security perspective, we need a high standard real-time video surveillance for the Transfer project's water sources and main canal. For the monitoring include some characteristics of the surveillance video data, real-time requirements and the unstable transmission bandwidth in heterogeneous network environment. This paper designs and completes s set of based on B/S architecture of remote video monitoring system in heterogeneous network environment. This system includes two parts of hardware and software. Hardware part include video acquisition terminal and heterogeneous transmission network. Software part includes video monitoring total interface and classification, geographical information system, database access interface, integration, system setting and so on.With the development of mobile communication technology and the application of the third generation of digital video monitoring system, a variety of wired and wireless internet access technology perfect applied to fixed or mobile terminals. The network environment include: Ethernet, 3G/4G, CDPD, WIFI, Bluetooth, etc. Now technology can realize mobile terminal which has variety of different network access port. But there is a bigger difference in heterogeneous network bandwidth, delay and the Qo S evaluation. So video transmission over a long distance in the heterogeneous network environment is still large resource consumption, poor real-time performance, high cost and low fluency. This paper mainly studied the key technology to solve these problems. At the same time, the paper design and develop the remote video monitoring system in heterogeneous network environment. Specific work includes:(1) According to a large amount of data and analysis of the middle route of south-to-north water transfer project water basin and the main canal of the surrounding environment and demand for real-time video monitoring function. Investigating the field of the middle route key monitoring area and the three-level monitoring stations in the network environment. Comprehensive comparison and analysis the collected information several remote video monitoring solution.(2) According to the south-to-north water transfer project of water basin and the main canal area covered by the types of heterogeneous network, this paper research the parallel data transmission technology in heterogeneous network environment. At the same time, through the simulation software to test of the technology, and compared with the existing technology, proved that the technology has good heterogeneous network parallel transmission efficiency, stability and reliability, can satisfy the real-time video surveillance data of the south-to-north water transfer project smooth transmission.(3) According to the south-to-north water transfer project of water basin and the heterogeneous network environment of main canal area, the research and implementation of bandwidth adaptive video coding technology. The technology in H.264 video coding with low bit rate video coding algorithm to reduce the bit rate video coding. At the same time, according to obtain the status of the heterogeneous network comprehensive value and the modify the video encoding parameters. To achieve bandwidth adaptive video coding, we can combine the two parameters.(4) According to the remote video monitoring system of south-to-north water transfer project for large amounts of video storage needs and storage equipment of large-scale deployment, this paper research and implement massive video data storage technology and the large-scale deployment of video database of south-to-north water transfer project schedule. Through test, we prove that the technical data storage, data query and warning be able to meet the requirements. And in the three-level monitoring stations, the secondary field test early warning monitoring station and data center has obtained the good effect.(5) In this paper, the system based on the J2 EE Framework and applicate the.NET Framwork?MYSQL or other technology. Based on B/S structure to achieve the real-time video data acquisition, efficient encoding, rapid transmission, hierarchical storage and other functions. Effective help users in a heterogeneous network environment of the middle route of south-to-north water transfer project water basin and the main canal of remote video monitoring.The system realizes the remote video monitor through the optimization software, hardware network and data to. Practical proof, this platform has the characteristics of high stability, strong practicability, for monitoring early warning management of south-to-north water transfer project in total system provides and important safeguard.
