With the rapid development of the modern traffic, the traffic tools are becoming more and more intelligent, the traffic problems are becoming more and more serious and complex, a good management of traffic problem becomes more and more difficult. The traditional traffic management is to rely on the police man by on-site monitor to control the traffic situation, but with the increase of the urban and rural roads, the short police allocation problem becomes more and more strictly because of the limited resources. This problem leads directly to a result of big work pressure and workload to the public security traffic management departments. Besides, many traffic accidents cannot be treated in time, what's more, the hand-inputted date cannot synchronize with the traffic platform, which brings the problems of data transmission delay, the management system cannot get the real data timely. The implementation of the Urban Intelligent Traffic Management System has full range of monitoring on the roads, it breaks the “Information Island" between the traffic management systems, and realizes the interaction and sharing of the traffic data. The Urban Intelligent Traffic Management System builds the national unified integrated application platform of public security traffic management information system.Firstly, this thesis researches the development of domestic and abroad intelligent transportation system, the Intelligent Transportation System, which is based on the improvement of the traffic infrastructure, through the communication, computer, automatic control and system integration technology, to collect and integrate the information. The traffic data is integrated with the collection, and the intelligence of traffic management is realized. However, it is very difficult to integrate and collect the traffic data. Secondly, this thesis analyzes the core functional requirements and non functional requirements of the traffic management platform, and puts forward the key technology to solve the above problems. Thirdly, this thesis provides the overall system Architecture Design, Functional Design, Database Design and System Implementation in details. The Urban Intelligent Traffic Management System using B / S structure, the Java language code, Oracle 11 G Databases, provides key design on three functional modules, including traffic monitoring, security surveillance and deal with illegal cases. This thesis' s background is base on the project of Shenzhen Xinoman Technology Co., Ltd., combines with the actual business needs of intelligent transportation and achieves the three key functional modules. In order to solve the problem of illegal treatment, transfer files to file server with FTP Server mode, it designs a unified file transfer interface. In order to solve the problem of data interaction with other traffic management systems, building enterprise and service bus ESB, unified deployment and management system services via ESB(Enterprise Service Bus), designs the system architecture based on SOA(Service-Oriented Architecture,).At last, this thesis verifies the feasibility and reliability of the urban intelligent traffic management platform by strict functional testing and non functional testing. The test result was recognized by the company R&D Team and management.
