Along with the complication of investment owners and the appearance of circuit of highway, the contradiction between taking shortest path to split toll by probability and the need of accurate settlement from different investment owners is getting increasingly prominent,such problem restricted the healthy development of highway seriously and is much accounted of the highway management department. According to the feature and development situation of highway network in Hunan province,this paper has studied the license plate recognition technique and it’s application of toll split system and will be able to solve the difficulty effectively that all the investment owners in each section of highway asked for spliting toll accurately, and also had very good social benefit and economic benefit.The main contents of this paper are as follows:(1) It stated the research and development situation of license plate recognition technique and toll split system respectively at home and abroad. Then it introduced the theory and research situation of ambiguous path, and analysed the main method to toll split,and selected license plate recognition technique as the method of split toll accurately after comprehensive analysis and comparison to all kinds of method to toll split.(2) It made study to the three main parts of license plate recognition technique: license plate check, character segmentation and character recognition, and focused on the study to improve the method of license plate check, then constitute license plate detector through improving traditional AdaBoost algorithm to train cascade classifier and using HSV color model to produce license plate pre-classifier.This paper firstly compared traditional AdaBoost algorithm with improved AdaBoost algorithm in matlab simulation,then compared the case detection and data result of cascade classifier with license plate detector.As a result,it provded that the license plate check technique stated in such article had good feasibility.It also got good segmentation and recognition effect in the subsequent character segmentation and character identification by means of corresponding image processing.(3) It made a study to the toll split system of Hunan highway.This part firstly design the overall scheme of toll split system,then especially studied the distribution algorithm of path identification information against the instability of network of path identification center, and researched the number and location of path identification point by means of the concept of graph theory and tree combined the depth first search method, and lastly made comprehensive estimate and benefit analysis to highway toll split system in Hunan province based on license plate recognition technique, it proved that the toll split system had good rationality and feasibility theoretically stated in such article.To sum up, the license plate recognition technique and its application in splitting toll of highway this paper studied can adapt to the requirement of the current highway development.To a certain extent, it solve the problem of polysemy path which are widespread in the highway and the plight that splitting toll is not reasonable, and promote the sustainable and healthy development of the highway effectively.
