Finance IC cards are the bank cards issued by commercial banks. They use integrated circuit chips as media, deal with the IC card financial applications within industrial standards specified by the People's Bank of China, and have financial payments. The use of finance IC cards can effectively improve the levels of bank risk management and finance innovation, construct the convenient, secure and assured environment for payments, and protect the legal rights of card holders, merchants and banks. Electronic cash of finance IC cards is convenient to payment without change, but electronic cash adopts the PBOC2.0 standard, which has not supported currencies with exception to RMB. Bank clerks have to require the valid credentials of customers of their own and handle the scripts of electronic cash manually when communication for electronic cash payments is time out, which is inconvenient. In additions, loading can be made only in an online way, lack of the function of pre-loading in bulk.In this paper, a subsystem with the electronic cash characteristic was designed and implemented, which considers the development requirements of finance IC cards. Xi'an Bank is used as an example for analyzing the user's requirements in details. Java technology based on J2 EE and the Oracle database management systems were adopted. The business requirements were analyzed for forming the requirement specifications. Then, some important business functions such as the management, transaction, query and error handling of electronic cash, were designed and implemented. At last, the function and performance of the subsystem was specifically tested. The data definitions of electronic cash adopted the lasted standard PBOC3.0 issued by the People's Bank of China, and reserved 12 extension applications for small amount, supporting electronic cash with multiple currencies. The function of automatically adding scripts of electronic cash was implemented, through which clerks can set the amount and frequency of loading in terms of the demands of customers, and the scripts for pre-loading can be generated in bulk according to user configuration rules. This system works very well together with existing systems and businesses in commercial banks, and therefore provides a powerful guarantee for finance IC cards and also lays a tough foundation for extending the multiple industrial applications of finance IC cards.The testing results show the following facts. The subsystem can reduce the cost of later maintenance because of its flexible deployment. It has high stability and reliability by the ability of better data backup and recovery. Efficient online processing and concurrent processing provides host machines with ability of continually handling connection oriented application requests. It also has high extensibility because system interfaces are provided for function extension of future in the design and source codes, which is ready to upgrade systems. These features are good and pra ctical to system engineering and applications of commercial banks.The future work includes as follows. The finance IC cards currently only support RMB because the output format of personalized logs is confined with the framework. Encryptor is directly called by interface calls. Multiple application areas of electronic cash have not been opened. All these problems will be explored and addressed in the future work.
