At present, the whole nation has had more than 100 assets management companies or enterprises to obtain a license to manage the public funds. By the end of 2015, the public fund assets under management amounted to 8.4 trillion. With the expansion of the assets scope, it has become the most important institutional investors in China's capital market, while the fund products increasingly become the major financial instruments for investors.Fund management companies are crucial component in national financial market, and also serve as an important role in China's capital market. Under the course of increasingly fierce market competition, the fund companies have to strengthen its core competitiveness in order to effectively expand its asset management scale for getting more business opportunities and better prospects. Meanwhile, in the context of economic globalization, more and more foreign financial institutions access to China's capital market. In the rapid change market, the Chinese fund management companies presently undergoing a severe test, and the market demands for its investment and management capacity is increasingly higher and higher. The characteristics of investment securities industry determine the importance of the information technology system construction for fund management companies. Excellent information management capabilities is a solid foundation to succeed in business whether regarding to business strategy, financial management or daily operations and performance evaluation, etc. An investment transaction management system with characteristics of fund industry, therefore, in this new economic environment, is absolutely necessary for fund management companies and asset management institutions. Such a qualified system should not only possess a sound technical architecture but also mature implementation scheme that represents a good fund invest management mechanism with a suitable combination of the characteristics of China's capital market. It will serive as an investment management platform with high performance and high stability, and a powerful tool for China's fund companies to enhance their competitiveness and take challenges from foreign financial institutions.In this paper, after an investigation for many fund management companies and asset managers, the author collect and analyze their demands very carefully. Meanwhile, based on the recent relevant trading rules from Shanghai Stock Exchange and Shenzhen Stock Exchange, a business model design under the fund investment transaction system, function modules as well as the overall system architecture have been discussed in this article. Besides, the development environment, implementation and related database theoretical knowledge for the fund investment transaction system have also been introduced.The system utilize ORACLE 10G as back-end database to storage and management relevant data, TUXEDO as an intermediate layer to provide messaging services, and Delphi7.0 as its foreground coding tool to build a primary development environment. This article describes the primary design strategy, business model, functional requirements of the fund investment transaction management system, as well as its implementation. The system business operation framework is based on the fund industry relevant regulations, and in conformity with the investment transaction process of fund companies. The article emphasizes the implementation of the Shanghai-Hong Kong Stock Connect process, offers some guideline for system users in operation process, and sets up necessary constraints for investment management activities. In order to have a good supervision mechanism for the fund investment employees, the system also provides a complete auditing function.
