With the development of science and technology, all countries in the world have begun to develop their own national space science and technology industry, and China is no exception. In 2004, China built the Beidou satellite navigation system test system, and on this basis to carry out research, construction, promotion and industrialization of the Beidou satellite navigation system. As a demonstration of the Beidou application, digital Q inling based on beidou system is the important part of the beidou satellite navigation application demonstration project in Shanxi Province. Digital Q inling based on beidou system use Beidou navigation, high precision measurement, mobile communication network and digital map technology, combined with meteorological and disaster forecasting information, the application of the Q inling Mountains ecological resources protection, inspection, investigation, law enforcement, emergency rescue, disaster warning and other fields, and promote the development of Qinling Mountains and its adjacent areas' s esource development, environmental protection, population distribution, industrial structure and economic development.Firstly, the current regional management in Q inling existing problems were analyzed,for these problems to be solved is proposed basic functional requirements of the system, The system is divided into six functional modules, including resources census, resource patrol, resource conservation, resource law enforcement, emergency rescue and emergency command, disaster warning and so on. According to the characteristics of these functional modules and data, summary the system requirements of collecting data, data modeling for the system, the concept design of the database model is presented. Secondly, the results of the analysis of system requirements, have been identified functional requirements of the system. In the system design, we have carried out a detailed design for each module, including resource survey function, resource inspection function, resource protection function, resource law enforcement function, emergency rescue and emergency command function, disaster warning function and administrator background management function. According to the design result, in the realization of system uses a MVC framework, through the application of this framework to achieve a good separation of the presentation layer, business logic and data access layer. The browser of system using HTML, CSS, Java Script technology development page and use the Bootstrap framework and j Q uery framework, server development using Servlet technology background functions. Paper use function block diagram and UML modeling class diagrams, sequence diagrams for each module design and implementation process is described in details. Thirdly, the database is designed in detail, including table design and overall structure of the design of the database, ensure that the data is stored effectively and efficiently. The system uses My SQL database for data storage. Finally, do functional testing for the system function modules, and the interface of the system is tested in the Web interface. Test results show that the system has good usability, and achieve the desired design goals and requirements, meet the needs of users.Through Q inling demand for digital systems integration application subsystem analysis, design and implementation of integrated application subsystems. The application of the integrated application system of digital Q inling Mountains system can effectively solve management problems of Q inling region, further improve the efficiency of the management staff, and promote the development of the Qinling region.
