Saving energy and environment protecting are two main aims of the planning system of Energy-Saving power generation. By regional optimization, inter-regional coordination, optimizing the dispatching, and making full use of the regulation of the electricity market, it minimizes energy consumption and pollutant emissions through sequencing various types of generating units within different provinces,. The system uses the multi-layer architecture system based on Java EE, which is both mature and advanced, and help to improve the system's expansibility, flexibility, security and concurrent processing capability. BPM workflow platform is used to realize object-oriented, graphical work flow.This system partly solved the problem of scheduling energy-saving power generation in a market where hydro-power electricity generation predominates. Its main characteristics include: easier maintenance, improved practicability, better expansibility and higher degree of automation. After the energy-saving power generation scheduling, the efficiency of power grid dispatching can be improved to a certain extent, energy-saving power generation planning can be more standardized, digitalized and scientific. It not only can reduce the work load, but also adapt better to the continuous development of electric power dispatching operation.The structure of this paper is as follows. The first chapter introduces the background of the paper, the relevant researches and developments. The second chapter shows the need analysis of the system. The third and the fourth chapters deal with the design and implementation of the system respectively. Finally, the chapter 5 presents the system testing and maintenance methods.
