With the development of the intelligent transportation network, geographical information services provide convenience and benefits for us such as Radio Data System, geographical advertisement service and so on. As the key point of the geographical information service, Geocast has been applied to the intelligent transportation system for the years, which greatly improves the efficiency of the traffic network, so it is significant to research the Geocast routing algorithm for the VANET. The challenges such as the large scale, high node density and topology update rate facing with the urban VANET still cannot be solved satisfactorily by the traditional Geocast routing algorithms which cause network overloading, decrease the delivery rate of messages and increase the average latency, so the traditional Geocast routing algorithms cannot be applied to the large urban VANET.A Geocast routing algorithm called Geo Con with the congestion control ability is presented in this article. As we known that the large traffic volume will bring the large throughput capacity of a region, this article analyze a lot of vehicle traces and accomplish two models to reflect the law of the vehicle's motion. The article also designs a congestion control scheme to solve the congestion problem in the VANET. The main works of this article can be summarized as follows: Firstly, we analyze a lot of vehicle traces and accomplish two models. Secondly, we design a congestion control scheme to solve the congestion problem which happened frequently in the VANET.According to the simulation results, the Geo Con routing algorithm improves the message delivery ratio, the overload ratio, the average latency and the average buffering time compared with the traditional Geocast routing algorithms, so we can draw the conclusion that the Geo Con routing algorithm is more suitable for the urban VANET.
