With the development of the Multimedia Communication Technology, the rapid growth of the size of data in HD and CHD video,brings a big challenge to the network transmission. the High Efficiency Video Coding is the latest video coding standard. By adopting the methods of the rate control, it can ensure the quality of the Video Image and improve the schedulable utilization. We have to face difficulties that how to ensure a high quality of the Video Image with the limits of both the bandwidth and the storage capacity.To solve these difficulties, the main researches of this paper are listed as follows:1.We propose a new bit optimization method for the picture coding complexity:adjust these bit allocation according to the relative complexity, at the same time to adjust the quantization parameter to relieve the pressure on buffer. The research shows that the new bit allocation method based on the coding complexity, has a higher accuracy than the traditional bit allocation algorithm without considering the coding complexity. This paper focuses on the research both rate control algorithm on HEVC,after analyzing the related rate control models, the improved model comes forward. At the same time,the new bit allocation algorithm on complexity has been adopted, thus this paper presents an adaptive frame-level rate control algorithm based on complexity.2. We implement the proposed rate control algorithm in the reference software HM8.0 of HEVC. Equivalent test conditions are configured for the rate control algorithm based on the R-Q model and the R-λ model and the proposed rate control scheme, and we test extensive video sequences in various coding structures. The paper analyzes their advantages and disadvantages based on the simulation results. We get these conclusions. The algorithm based on the R-Q model has good transportability,but its accuracy of instantaneous bit rate control is poor. The algorithm based on the R-X model has excellent rate-distortion performance,but its transportability is poor. The proposed rate control algorithm has good accuracy of bit rate control and transportability.
