With the promotion of information and technology for the development of wireless communication technology, the demand for communication services continues to increase, while the increasingly tense spectrum resources hinders the development of wireless communication service. How to improve the secondary use for spectrum dynamically and efficiently become the focus. Based on improvement of the utilization of spectrum resources, the cognitive radio (CR) becomes one of the main channel to ease the strain on the spectrum resources. The spectrum allocation of CR which can improve the using efficiency, ease the tension of spectrum resources and improve the effectiveness of the whole system, is the key technology for CR, and plays a key role on improving the performance of CR system. Based on the present researches about the spectrum resource, this paper focuses on the allocation and access about the dynamic spectrum of CR. Firstly, describing the allocation and access about the dynamic spectrum of CR, summarizing the classic spectrum allocation models and access algorithm, then proposing the current situation and problems for dynamic spectrum allocation in the China cities, making the allocation plan combined with the reinforcement learning theory program, and the doing the simulation calculation. Finally, according to key technologies for spectrum access, using Q-learning method to optimize the design and calculation for the access of dynamic spectrum.This study shows that, on the one hand, the application of CR can improve the channel utilization to a certain extent, ease the pressure of limited spectrum resources; on the other hand, the key technology of the allocation and access of spectrum is to reduce the conflict between CR users the main users, increase the effective information payout of CR user, improve the service quality of CR users, so as to improve system performance effectively, so it's needed to weigh the actual need to choose the suitable methods for spectrum allocation and access.
