The Research And Implementation Of The Vehicle Video Emergency Command Platform Based On Centralized Control

When the natural disasters such as the earthquake or cities have serious communication accidents, the use of video conference system which based on fixed network will have limitations. It is the important time that the communication must be guaranteed smooth. Therefore, this thesis developed the vehicle video emergency command platform for the need of the government establishes emergency communication command platform and as a key branch of the provincial emergency system.This thesis was involved in the overall design scheme of the vehicle video emergency command platform. The platform adopted centralized control mode to ensure the integrated power, network and audio and video equipment of the system operate harmoniously. This paper mainly completed the integrated design of the software and hardware of the centralized control system and the design and implementation of the mobile video conference system which can transmit video, audio, and data information and has the adaptive ability of extendible multimedia information processing. This system also supports the data transmission business with high speed and variable-rate and provides a variety of connection mode and multi communication ability to meet the interactivity of video conference system.After debugging and practical application validation, mobile video conference system designed by this thesis can meet the design requirement and the function can meet the demand of the provincial emergency system.After the successful completion of the design of the mobile emergency command platform, it has passed two field acceptances of the company and the customer location and has been delivered to use. It marks the construction of the emergency command system of some province has made important progress and will play a more and more important role in the future.
