Students whose safety is a matter of every family's happiness are the future hope of our country and people, therefore it is the focus of the whole society to ensure the safety of students. It is not only the wish of parents, but also the common aspiration of the whole society to create a quiet and safe learning environment for the growth, where is the holy land for knowledge seekers and explorers. Currently, the majority of primary and secondary schools across the country have the following characteristics: covering a small area, freely passing in and out, being centrally located, having many students, and owing relatively complicated staffs and the surrounding environment etc. Along with those features in recent years, there is an increasing trend of school violence incidents, which makes more and more schools began to consider the use of network video monitoring system to ensure campus safety, for the labor investigation has been unable to meet the needs of modern safety management on campus. However, the network video monitoring system inevitably has some drawbacks that it cannot feedback in time. Thus in order to meet parents' requirements, improving the students safety, it is urgently needed to establish a system which can feedback student safety information fast and efficiently.This paper focuses on the needs analysis of primary and secondary safety information collection and analysis system, the detailed design of this system, the database design and the implementation and testing of this system. The research makes a more detailed study and discussion after making related needs of school officials and parents to the primary and secondary safety information collection and analysis system, and from the student's point of view, describes the functional requirements of the system through Graphic Example and Use Case Description. In the case of following the relevant design principles, the research establishes a more comprehensive database and develops more practical data sheets, through the analysis of the data content involved by the system, to improve the efficiency of the system. Finally, it tests and implements various modules of primary and secondary safety information collection and analysis system and describes the main interface and code, to maximize the realization of the functions of this system. The primary and secondary safety information collection and analysis system ultimately accomplishes the three relevant functional modules, namely, the information registration module, students' information probing and scanning module, and students' safety information generating and sending module, which meets the need of protecting the safety of students through modern technology. It is composed of reading device, antenna, tag, and camera etc. The reading device collects information of the electronic tag from students through antenna utilizing RFID(Radio Frequency Identification) technology, then utilizes VoIP(Voice over Internet Protocol) technology to converts the signal and send it to the background where information is generated based on SMS, and finally sends SMS to the appointed guardian through the "Internet Short Message Gateway" technology. The operation and use of primary and secondary safety information collection and analysis system will promote the campus security for the whole society.
