In recent years, with the rapid development of the economic and changes of domestic and international environment and various kinds of interests demand expands ceaselessly, this environment causes all kinds of accidents and become an important factor which affects national security and social stability. In order to enhance the ability to maintain national security and social stability and preliminary implementation of major events early warning prevention function, promoting the construction of public security DQB system is very necessary. Early Warning and Prevention System of Major Events constructed based on prevention,focusing on these signs and trail information that may affect the stability and trigger a major event.This system establish and improve the early warning mechanism and through the combination and analysis of management information system and human phase.It also rely on the law,policy and the case experience to provide decision support for different level public securicy organ of leadership,accomplish early discovery,early reporting,early control,early solve,maximize the unstable factors to solve in the initial stage,bud stage.According to the method of software engineering, firstly, we has carried on the system requirements, including some business needs and interface requirements and non functional requirements of the system. Then according to the related standards, we formulate principles. On these principles, the framework and database and security is designed. Then we design and implement five functional modules, including event monitoring, population surveillance, special control, risk management and user management. Finally we have tested this system.Early warning and prevention system of major events is based on standard specification for information industry and computer industry issued by the Ministry of public security. The system adopts C/S framework and Web2.0 interactive operation technology. Application service development Application service development is based on J2 EE specification, and introduced Spring MVC+i Batis framework. Configurable Application development can easily face to the changes of requirement. The database using the Oracle10 g database.
