With the rapid development of mobile internet, data communication especiallyon video communication is more widely used in various fields. H.264which is thenewest video coding standard achieves great improvements in coding efficiency andnetwork adaptability in the future IP and wireless network environment. However,the efficient encoding performance brings the huge computational complexity toH.264, and the rate control algorithm becomes more complex because of the ratedistortion optimization technique.Studies have shown that different objects or regions in the video frame havedifferent levels of visual importance in the human visual system. However, theconventional video coding algorithm ignores the diverse of perception mechanismin the HVS. Therefore, it is of theoretical meaning and practical value to improvethe performance of H.264by allocating the bit resources and computation resourcesusing the features of HVS. Based on the background of this, this paper makescontribution to the algorithm of video coding resources allocation using the regionof interest.First of all, the research and development process of video coding areintroduced. And then the detailed H.264video coding standard is given and itscoding structure? key technical features and stream structure are respectivelyanalyzed technically. Meanwhile, the details of three layers rate control structureand the possibility of region of interest based bit resources allocation is given aftertelling the existing technical defects.Secondly, a video coding algorithm for computation resources allocation basedon region of interest is proposed. This algorithm can optimize the existing solutionsof allocating computation resources meeting the acceptable quality of the encodedvideo, so as to minimize the coding complexity and make it suitable for real-timetransmission. It has a much higher coding efficiency which can save about70%encoding time compared to H.264standard.Finally, a video coding algorithm for bit resources allocation based on regionof interest is proposed.This algorithm can allocate more bits to the region of interestby controlling the quantization parameters when the transmission resources arelimited with a low bit rate. The video quality of different areas transitions smoothlyby grading the regions of interest. This algorithm is still usefull under the variable bit rate. The experimental results show that the algorithm can control the bit rate,improve the PSNR of the region of interest and save bit resources.
