Nowadays, several different wireless and wired network technologies exist thattry to satisfy the different user needs and requirements. In the near future, networkoperators will try to combine various technologies in order to build largeheterogeneous networks in order to provide the users with better services.However, the design and the development of such networks requires theconsideration of different issues, such as the session control, the authorization, theauthentication, the Quality of Service (QoS), the charging, the users' mobility, etc.To the user, Heterogeneous network integration solutions, the user can chooseaccording to factors such as the business requirements and network status at anytime in the most appropriate network, so as to satisfy his flexible personalizedbusiness needs. Service delivery in a heterogeneous all-IP wireless networkenvironment requires the selection of an optimal access network. Selection of anon-optimal network can result in undesirable effects such as higher costs or poorservice experience. Network selection in such an environment is influenced byseveral factors, and currently a complete solution is not available to solve thisproblem. This article describes a comprehensive decision making process to rankcandidate networks for service delivery to the terminal.This paper is based the heterogeneous networks situation? studying theperformance of each access network technologies (mainly includes: link quality,reliability, network transmission delay and bandwidth, service fees, mobility support,etc). This paper studied how the users use multimode terminal to select the bestnetwork to deliver the services according to the characteristics of access networksand combining with the network load state and business requirements.This paper designed a network selection scheme based on multiple networks.The scheme of the design goal is to provide users with the best available QoSservice quality at any time. This article first researched the heterogeneous networkand3GPP defined four types of service. Based on the research before networkselection scheme consists of two parts, the first part used multiple attribute analytichierarchy process (AHP) to determine the relative weight of user service types' QoS,analyzing QoS for different types of services. The second part used the ideal valueapproximation (TOPSIS) candidate networks sorting algorithm to determine theoptimal network.In this paper, based on the classification of service network selection schemeovercomes the traditional average weight method which does not consider the QoSdemand differences between services and services carrying options QoS optimal network, making it impossible to reasonably and effectively balance the networkload, various candidate network congestion and resource waste caused by theproblem. Simulation analysis show that the proposed scheme can realize the flowand exchange of business more to switch to the WiMAX this relatively high datarate and low bit error rate of network, the average weight method to overcome thetraditional session classes and stream class business a lot of UMTS access network,and the exchange of classes and class background business more access to theWLAN network UMTS network caused by blocked for a long time, reduce theterminal access UMTS success rate.The scheme designed in this topic is reasonable to select the target network tobalance the load multiple candidate networks effectively, at the same time as toachieve the goal of effective utilization of network resources.
