It was clearly pointed out in the report of the 19th National Congress of the CPC that,it was one of the targets to establish the powerful nation of education to promote integrative development of compulsory education in urban and rural areas,to strive to enable every child to enjoy fair and qualified educations.The greatest value of“internet+education”is to solve the problem of unbalanced development of education.This needs to establish high-quality resources first to make more teachers and students to make use of the“internet+education”,then popularize the experience gradually where the education is weak,and finally achieve the balanced development.The document analysis method was adopted to this thesis to have a deep understanding of the important function of“internet+education”in the promotion of balanced development of primary and secondary school education,and parts of primary and secondary schools of Taiyuan City were taken as the examples to investigate the problems existing in the actual promotions of“internet+education”through the questionnaire method,then their constraints were analyzed to further discuss the countermeasures to solve the actual problems and to give play to the due functions of“internet+education”model.It was found through investigations that,the“internet+education”model was not broadly used,the reasons contained the follow aspects,from the aspect of schools,it was restrained by the economic development level of the areas of schools and the teaching ideas of school managers;from the aspect of the teachers,the heavy teaching pressure,the insufficient informatization capacity,the strong finality of application and the low remuneration,etc.were all the factors that restricted the teachers'application of“internet+education”model;from the aspect of parents,they did not have a good acquaintance with the“internet+education”,they worried about its teaching quality and felt worried that their children might contact with the internet too much and then their performances might be affected;while the students were too young to have a good self-control or information resolving capacity,together with the reason that there might be no time for free study,those factors were all the reasons why the“internet+education”was not broadly used.Aimed at the problems found in the investigation,to improve such conditions,the government needs to put in more funds and policy supports,the education departments need to strengthen the macroscopic guidance of“internet+education”and launch relative trainings to make the“internet+education”theory interiorized.In addition,“internet+education”companies need to strengthen the self-discipline to guarantee the provision of high-quality teaching resources.Then the purpose of promoting the balanced development of primary and secondary school education could be achieved through effectively using the“internet+education”model.
