China is now in a period of rapid economic development,the public's demand for quality and level of education is increasing,and the expectation of equity and efficiency of education is also increasing.Especially,the contradiction between the diversified education service and the high quality education service is more obvious.In dealing with these two contradictions,the government has increased the cost of the supply of educational services,which has brought great pressure to the management of the educational field.Therefore,in order to improve the quality of educational services and the level of education,the government should change the single supply mode of the traditional education,through the definition of government service organization and service responsibilities,rights and interests of the audience,to participate in the construction of the diversified education service management system.The purchase of educational services by the government to the private education institutions provides an effective solution to the improvement of the public education service system.The government purchase of public education services,in essence,is the government will transfer education service management functions to promote social forces,producers and providers of educational services are separated,and the contract to ensure the diversification,high quality public education service.In the development environment of China's government purchase of public services,this paper measures the government purchase of public education services,provide important theoretical basis and practical significance for the study of China's current transformation of the educational function of the government and the field of education reform.The thesis is composed of five parts:The first chapter is introduction.This chapter mainly describes the research background,research purpose and content,related literature review,research significance,research content and the problems to be solved,research methods and ideas.The second chapter is described as the definition of government procurement of public education services and related theoretical basis.The focus of this chapter is related to the study of education services,education and social organization of government purchase of public education service concept,and to the study of public governance theory,the modern theory of public service and public private partnership theories are summarized,and provide theoretical support for this study.The third chapter is about the practice of domestic government buying public education service.Taking the public education service in Shanghai as an example,this paper analyzes the typical cases and gives the existing problems of the government purchasing public education service in china.The fourth chapter is about the typical cases of foreign governments buying public education services.This study selected American,British,Australian and Japanese governments to buy public education services.And sum up,sum up and learn from its successful experience.The fifth chapter,for our government to purchase the public education service countermeasures put forward rational and scientific prposals,at the same time also looking forward to for our country to reform experience in the field of public education service and provide the reference.
