accumulated a wealth of experience and lessons.With the development of the times and the progress of society,nowadays higher education has undergone a whole new upgrade.No matter what the teachers,quantity or scale are,the universities of the past were not able to compare.However,we should still clearly recognize that today’s sophisticated and advanced higher education systems have evolved from historically tested universities and their university concepts.Today,the campus materials and documents of ancient universities are not only used as cultural relics to tell us about the history of the times.We should also sum up the lessons of previous scholars from those thick history,and avoid retaking the detours.Taking history as a mirror and being brave to innovate,it is only in the light of the new situation and the new situation that we can remember to embark on a road of higher education that meets a new road.Looking back at the development of higher education,we outstanding school-running concepts,inject fresh blood into higher education,and provide enlightenment for the reform of higher education.This paper has studied Guo Bingwen,the Nanjing Higher Normal School and the president of National Southeast University.He has an open-minded vision and rich experience and creatively proposes the idea of decentralized management of higher education with local characteristics.Guo Bingwen was the first doctor of education in Chinese history and was also a famous educator in the first half of the 20 th century.In his doctoral dissertation "The History of China’s Educational System History",he explained the dynasty education system with subtle nuances.During the period of studying in the US,he absorbed the Western education system and used it for reference.He allowed him to integrate the strengths of the Chinese and Western education systems and maintain the educational centralization.On the basis of the balance of powers,the idea of decentralization of education that suits China’s own territory has been put forward.His other book,"School Management Law," is known as the "Modern Teacher’s Book," and it details how schools should manage their affairs.During the period of Nangao and Dongda,Guo Bingwen implemented a series of educational decentralization reforms and proposed a set of educational system designs that implement decentralized checks and balances.Southeast University has become the earliest modern college to implement the decentralized management model and developed rapidly.Become an institution of higher learning comparable to the then North University.This article uses historical research methods,literature research methods,and comparative research methods to conduct research.In the process of
