"Pre-school education is the beginning of lifelong learning,an important part of the national education system and an important social welfare undertaking." At the same time pre-school education as an important public service to ensure that its financial input in line with impartiality is to achieve income redistribution adjustment The important task.Since 2010,the State Council issued the "State Council on the current development of pre-school education,a number of opinions",the proportion of China's preschool education funds,accounting for the proportion of education funding continues to rise,it is well known that most of these pre-school education funds are subsidized to the public park There is a difference in the number of subsidies received in different public parks.So is the government's subsidy to the public park beneficial to the rich or the poor?Is it possible to identify and evaluate the fairness of current financial investment in pre-school education in some way?This paper first introduces the background and the value and significance of the evaluation of the fairness of the pre-school government supply,and then summarizes the domestic and foreign scholars' research on the three aspects of the pre-school education government supply,policy evaluation and pre-school government supply policy evaluation.The second part of the literature from the policy evaluation method of the evolution of the final positioning in the policy fairness assessment of the relevant research;the third part of the literature from the perspective of the development of the policy;Some of the literature summarizes the specific methods used in the literature review of the fairness of preschool education.Then the second chapter defines the pre-school education connotation and the product attribute,and further elaborates the theoretical basis of the government's supply of pre-school education from the aspects of human capital theory,cost sharing theory and market failure theory.Finally,we compare the two kinds of beneficiary methods to be used in this paper.Chapter 3 uses the standard benefit method to analyze the financial expenditure of pre-school education in D city from 2011 to 2015.It is concluded that the financial expenditure of pre-school education in five years has not reached the goal of Pratt&Whitney.The fourth chapter uses marginal rate of return to analyze the running expenses of pre-school education in D city from 2011 to 2016,and obtains the characteristics of "365" running subsidy as"wave progressive pro-poor".Based on the analysis of the results of the beneficiaries,this paper draws a conclusion:the government policy of the first-line functional departments is inconsistent,the government supply policy does not accord with the inherent law of pre-school education,and the financial parent system interferes with the market price mechanism.Finally,the fifth chapter discusses the countermeasures and mechanism of the government in the supply angle,the countermeasure of the producers,the purchaser and the supervisor,as well as the related supporting measures.
