Budget Management Research Of China's Vocational Colleges

Higher vocational education is important component part of Chinese higher educational system. With more and more national attention to higher vocational education, there is a rapid expansion in China's higher vocational education in recent years. In the meantime, during the rapid development of state-run higher vocational school, there occur various financial trouble and management problems, especially reflecting in budget management. At this stage, there exist in state-run higher vocational schools certain problems in the recognition, system, making, and execution and control of budget. How to improve the budget management level, make full use of maximum benefit of budget fund is the research purpose in the article.On the basis of introducing relative theories of budget management in China's higher education, taking the representative F Vocational Technical College in Hebei Province as background, the article applies the research methods such as documentation, investigation and case research, combining with theoretical knowledge, conducts intensive research. In the meantime, based on referring to the advanced budget management experiences in other domestic higher vocational institutes, focusing on the current situation and existing problems in F Vocational Technical College, the article also proposes 8 measures to optimize the budget management, including emphasizing the awareness of budget management ideal, establishing proper budget management system, participating of leaders and staffs, strengthening the application of computer and network, setting up budget management organization system, constructing responsible budget system, enhancing the control of budget enforcement process, analyzing thoroughly budget implementation result, etc.
