Research On Relations Between Higher Vocational Education And Economic Development Under The New Normal

After a long period of rapid development,China’s economy has grown slowly and went into the“new normal”.The“new normal”accompanies with the transformation and adjustment of the economic structure.In this context,it becomes a interesting topic whether the development of higher vocational education in Tianjin adapted to the transformation under the“new normal”or not,and what kind of problems has existed.The theme of this paper is the development of higher vocational education in Tianjin.This paper based on the economic growth theory,and under the guidance of human capital theory and industrial structure theory and analysis of current situation of higher vocational education in Tianjin,this paper uses co-integration analysis and other methods to analyze the relationship between economic growth and higher vocational education in Tianjin.In addition,this paper measures the correlation on structure of higher vocational education in Tianjin and industrial structure.Based on the conclusion and requirements of industrial structure adjustment under the“new normal",this paper studies the development of higher vocational education in Tianjin and provides the appropriate countermeasures.The main contents of this paper include the following aspects.First,this paper concludes the related theory and literature of higher vocational education and economic growth as theoretical support and guidance of the research.Second,this paper measures the correlation on scale and economic growth of higher vocational education through co-integration analysis and Granger causality test of the data between 2000 and 2014.It was found that the scale of higher vocational education in Tianjin was greatly affected by economic growth.The economic growth is one of the reasons for the expansion of higher vocational education.The initiative act should be taken to adapt to economic growth.Third,it is found that the degree of relevance between industrial structure and learning branch of higher vocational education in Tianjin is not high enough to meet the needs of industrial structure adjustment through a simple measure of relevance.Finally,this paper proposes that it needs to focus on relevant principles of coordinated,balanced,practical and innovation for development of higher vocational education in Tianjin under the“new normal”based on the above conclusions,the characteristics of industrial structure adjustment,the advantages of vocational education development in some developed countries and the relevant thinking of Supply-side Structural Reform.
