Problems And Measures On Internal Control Of Scientific Research Funds In C University

In recent years,with the continuous increase of investment in research funding,colleges and universities have played an important position in scientific research activities,and thus have more funding of scientific research projects.However,with the increase of research funding in the university and the diversification of the channels,there have been problems during the using of funds,and there have also been some shortcomings on the supervision of scientific research funding in lots of universities,for example,some universities got the scientific research funding through fraud and other illegal behaviors,and the amount has been increasing,which has aroused widespread concerns in our society,it is clear that strengthening the internal control of scientific research funding has become a hot topic.This paper uses the combination of research methods including literature research,theoretical research and case study,through collecting extensively and consulting academic literature and policies and regulations referred to the internal control of domestic and foreign research funding,and fully understand the latest development of the internal control management on research funding.Based on the internal control theory,budget management theory and principal-agent theory,this paper analyzes the necessity and feasibility of the internal control management on research funding in colleges and universities,and takes the actual case C University for example,through the understanding of the scientific research funds of C universities,and also analyzes the problems existed in the internal control management on research funding.According to "Administrative Institutions Internal Control Norms(Trial)"issued by the Ministry of Finance,optimum proposal about the internal control of scientific research funding of the C University will be designed to standardize the use of scientific research funds.In this paper,through the study of the internal control of scientific research funding in universities,the university is fully aware of the importance of internal control of scientific research funding,overcoming the weak consciousness of internal control management on scientific research funds,reducing the internal risks of using scientific research funding and the occurrence of corruption,to standardize the management of scientific research funding and improve its efficiency so that the research funding in universities will be promoted comprehensively.
