H University Research Funding Internal Control Optimization Research

With the development strategy of innovation-driven development,scientific and technological innovation has become the core of national development strategy.As the main field of scientific research,colleges and universities have long played an important role in scientific and technological innovation,and the investment in scientific research is also increasing.Frequent exposure of scientific research in colleges and universities,however,the use and management discipline violations has also attracted a wide attention from all sectors of society,the economic loss to the state,also brings to the university itself is negative social impact,which naturally led to a discussion and reflection on the scientific research in colleges and universities internal control.At the national level,a number of major improvement policies and measures have been launched,but the implementation of the measures is not a one-day work.Therefore,it is very important to improve and perfect the internal control system.Based on the theory of internal control,this paper studies the internal control of university research funds by case analysis and questionnaire survey.Article mainly in H university as an object for research,the purpose is to find out H university funding problems existing in the internal control system,and analyze the causes of the problem,design a H university recommendations to research the internal control,to achieve good control over the use of scientific research funds,looking forward to have some reference for optimization of H university internal control function.First,this paper expounds the background of scientific research funds internal control problem,and under the background of the research necessity and significance of the problem,combed the research and the related literature at home and abroad,internal control to understand the research present situation and the existing problems;Second,starting from the theory,this paper introduces the important role of institutions of higher learning in the innovation-driven development strategy,this paper expounds the scientific research in colleges and universities as well as the theoretical basis of internal control,scientific research funds in colleges and universities are classified and defined;Again,in H university,for specific case,this paper introduces the general situation of H university according to the practical investigation and research funding situation and current situation of scientific research funds internal control in H university handed out questionnaires,internal control of H university were analyzed according to the results of the questionnaire research problems of internal control;Finally,based on the feasibility,the internal control optimization measures that meet the specific situation of H university are proposed.
