The Enlightenment Of Scientific Research Fund Management Of Foreign Universities To Chinese Universities

Scientific research is an important function of universities,and universities undertake a large number of scientific research tasks in China.The funding of scientific research is the basic guarantee for the smooth development of scientific research in universities.With the rapid growth of scientific research funding,scientific and reasonable management system is needed to use the huge amounts of research funding.Compared with the mature research fund management system abroad,there are some areas that need to be improved and optimized in the current research fund management system in China.Knowledge and innovation have become the strategic highland of competition in the world.In order to occupy a place in the world,China needs to perfect research system which can guarantee the stability of scientific research in colleges and universities,sustainability to constantly improve the scientific research level in colleges and universities.Through consulting a great deal of literature,the sources of scientific research funding,scientific research funds management system and relevant information of budget management system reform in the United States,Britain and Germany were combed in this paper.After summarizing the literature data,the author compares and analyzes four aspects which need to be improved in the management of research funds in China.The first aspect is the lack of resources and the single source channels of research funds.The second one is the imperfect scientific research funds management system.The third one is that the cost accounting is not implemented full cost accounting.The last one is that the quality of scientific research management team needs to be improved.This paper explores relevant theories,principal-agent theory,collaborative theory and internal control theory.Based on the improvement of research fund management in China,the following inspiration is drawn from the experience of foreign research fund management: Firstly,the financial input to universities should be increased and the sources of research funding should be expanded.Secondly,budget management system should be perfected from the system.The coordination of the relevant departments of the implementation of full cost accounting should be increased and the whole process of budget supervision mode should be established from multiple perspectives to ensure the fair use of scientific research funds.Thirdly,the legal consciousness of scientific research management team and financial concepts should be improved.In terms of scientific research project director,the research assistant policy should be carried out as soon as possible.The financial personnel structure should be optimized and the professional quality of scientific research fund management team should be improved by strengthening training.In the end,their management services should be innovated by universities,and a network platform for scientific research funds should be set up as soon as possible to free researchers from the tedious expense reimbursement work.This paper proposes the above measures,and hopes to improve the scientific research environment and maintain the healthy development of scientific research in China.
